The London NRMM Regime — What Contractors Actually Need to Do
The Greater London Authority's Non-Road Mobile Machinery (NRMM) Low Emission Zone has been in force since 2015 and now covers the whole of Greater London. Every construction site requiring planning permission and operating plant rated 37 kW and above must register that plant on the GLA NRMM Register and demonstrate compliance with the applicable engine emission stage. The standards are tier-based: in the Central Activity Zone and Canary Wharf the minimum is Stage IV (with Stage V applying from 1 January 2025 for new schemes), and in the rest of Greater London Stage IIIB has historically applied with Stage V now expected on new applications.
Compliance is normally secured through pre-commencement planning conditions and, on larger schemes, a Section 106 obligation. The consequences of non-compliance can be significant: GLA-coordinated audit visits, removal of non-compliant plant from site, and in some cases planning enforcement action. Any construction site in Greater London that requires planning permission and uses plant rated 37 kW or above falls within the NRMM Low Emission Zone. Sites in the Central Activity Zone face the most stringent standards (Stage IV minimum, Stage V from January 2025), and outer London sites are subject to the wider Greater London standard.
The principal contractor is responsible for compliance, but in practice the obligation is created at the planning stage through a pre-commencement condition — so it's the development team that benefits most from having an NRMM strategy in place early.

What is the NRMM Low Emission Zone in London?
The GLA Non-Road Mobile Machinery (NRMM) Low Emission Zone covers the whole of Greater London. It applies emissions standards to construction plant rated 37 kW and above used on sites that require planning permission. The zone is split into two tiers: the Central Activity Zone and Canary Wharf, where Stage IV is the minimum and Stage V is required from 1 January 2025 onwards, and the rest of Greater London, where Stage IIIB has historically been the minimum and Stage V is now expected on new schemes. The standards are enforced through planning conditions and Section 106 obligations, with audit visits coordinated by the GLA and borough environmental health teams.
What is the Stage V emission standard for construction plant?
Stage V is the EU/UK emission standard for non-road diesel engines defined under Regulation (EU) 2016/1628. It sets the strictest limits to date for NOx, particulate matter (PM), HC and CO from engines used in construction plant, generators and other off-road equipment. Stage V introduced a particulate number (PN) limit alongside the mass-based PM limit, which in practice means a Diesel Particulate Filter (DPF) is required for engines in the 19 to 560 kW range. Stage V applied to new machines placed on the UK market progressively from January 2019.
How do I register plant on the GLA NRMM register?
Registration is done through the NRMM Register operated by the GLA (nrmm.london). The principal contractor (or their nominated plant manager) creates a site account, lists every item of plant 37 kW and above by serial number, engine type, emission stage and any retrofit fitted, and uploads supporting evidence such as engine plates and emission certificates. The register must be kept current — plant added or removed during the construction period needs to be reflected within a reasonable time. Compliance is normally a discharge of a planning condition and is audited by GLA-coordinated visits.
Do I need a separate NRMM section in my CEMP?
Yes — for London sites the Construction Environmental Management Plan (CEMP) should contain a clearly identified NRMM section. It needs to state the applicable emission standard (Stage IV or Stage V depending on location), set out the procedure for registering plant on the GLA NRMM register, define roles and responsibilities for compliance, describe enforcement and how non-compliant plant will be removed from site, and reference the audit protocol. Boroughs increasingly require the NRMM section to be approved before any construction activity begins, so this is normally a pre-commencement planning condition.
What if my plant doesn't meet Stage V?
If existing plant does not meet the relevant minimum stage, options include retrofitting an Energy Saving Trust (EST) certified Diesel Particulate Filter (DPF) and/or SCR system to lift the plant to the required stage, replacing the plant with newer Stage V certified machines, or in some cases applying for a derogation through the GLA where no compliant alternative exists. Derogations are granted sparingly. We advise early in the design programme so that plant hire decisions are taken with NRMM compliance built in, rather than retrofitting after a non-compliance is identified at audit.
